- Monitor animal welfare in the racing and entertainment sectors.
- Require all racing codes that use animals to make publicly available the numbers of animals bred, races, injured, euthanised and re-homes or retired from racing, through birther-to-death reporting.
- Place limits on the amount of non-casino gambling machine proceeds which can go to racing purposes, and replace racing stakes with racing infrastructure as a legitimate purpose.
